in paragraph 15 of the Governor's despatch.
As regards paragraph 18 of the Governor's
despatch which deals with the future re-assessment of
the Contribution after the first quinquennium, the Council have noted the Governor's observations including
his suggestion that the War Department might wish to have
an independent rating valuation. While the Council will
bear in mind the Governor's observations when the time
comes to negotiate the re-assessment of the Contribution
at the conclusion of the 1939 1943 quinquennium, they

would not wish to be committed at this stage to
acceptance of the suggested basis of re-assessment so
far in advance of the date of the review.

In view of the absence of any point of dispute on the Governor's proposal the Council do not consider that an inter-departmental meeting is necessary at this stage and they would be glad if Mr. Secretary MacDonald would request the Governor to prepare an Ordinance authorising the payment of the Contribution on the basis
