I beg to inform you that a Miss Freda Utley made application on the 8th instant for an endorsement of her passport (No.139749 dated September 11, 1936) to enable her to travel to China and Hong Kong. A copy of the form of application submitted by Miss Utley showing the purpose of her journey is enclosed.

In the course of an interview at this Office Miss Utley stated that her intention was to travel overland to Genoa, where she would join the German s.s. "Potsdam", sailing from that port on the 20th instant for Hong Kong. The vessel is due to arrive on July 7th next at Hong Kong, where Miss Utley would remain for a week or a fortnight before proceeding to China. On her return journey by the same route she wished to land at Singapore for a few hours during the ship's call, as she had friends living there and would like to take the opportunity of meeting them again.

The name of Miss Freda Utley was circulated to Consular Officers on December 21, 1936, as a person to whom the British Empire endorsement should not be granted without reference, and in these circumstances the Colonial Office was consulted by telephone as to whether the endorsements for British territory applied for might be granted, and, with the verbal concurrence of the Colonial Office the passport
