The Passport Office rang me up about this

a few days ago, and after speaking to Mr. Gent (Mr.

Bigg was not available) I said that we had no

objection to the issue of the passport to Miss Utley.

The Office said that they had already consulted

M.I.5.

Miss Utley is a journalist who has written

several articles, of some enthusiasm but no very great

knowledge, in the New Statesman and Nation and other

journals. I see no reason whatever to think that she

is the type of person of whom it is necessary to keep

track, and I see no reason to inform the Hong Kong or

Straits Governments of her voyage.
