why you should intervene.

All that was, I consider,

cleared up by your letter of the 22nd January (No.42),

to which Lord Fitz Alan himself replied (No.45) that

he thought the explanation you had received from Hong

Kong was satisfactory.

But if a responsible person such as Lord

Fitz Alan writes to you and tells you that a League

working in Hong Kong intends to do something in China

which the Chinese Government have banned by law, even

though as seems likely Lord Fitz Alan's information is

based on some misunderstanding, I do not like the idea

of your replying that you will take no notice, and

I would suggest that we should proceed as Mr. Gent

suggested, i.e. reference to the 0.A.G. of Hong Kong.

and with an interim reply to Lord Fitz Alan, making it

clear, however, in both the despatch and the letter,

that the point upon which reference is made to the

0.A.G. is the allegation as to the intended activities

of the League in Southern China despite the Decree

issued by the Chinese Government.
