Following from Financial Adviser.

My telegram No.230 to Foreign Office.

In conversation with French Consul-General yesterday General Matsui enquired when Chinese banks in French concession

were to be closed. French Consul-General said there was no intention of closing them as they were an essential part of the daily life of the community. General Matsui demurred and then said the banks he had mainly in mind were Chinese government banks. French Consul-General replied that these banks were now only carrying on commercial business and in these

circumstances he saw no more reason for them to be closed than

any other bank. General Matsui did not pursue the question further but French Consul-General anticipates he will return to the charge.

2. The offices of the four government banks (Central Bank of China, Bank of China, Bank of Communications, and Farmers Bank) has been housed in temporary premises in the French concession since the latter half of August.
