With reference to your despatch
0.T.No.117 of October 6th, 1936, (D.0.T. 11072/1936), I have the honour to enclose a report on the wages and hours of work of shoe operatives in Hong Kong.

With regard to paragraph two of your despatch, while none of this information is published
it is not considered confidential, inasmuch as it
could presumably be obtained by anyone who liked to go to the factories and workshops and ask questions; though it might not be possible for private persons
to obtain as accurate information as that furnished
to an official. The information was obtained by
the Hong Kong Government Inspector of Factories, I
having previously requested the Colonial Secretary to
afford his services in this connection.
