be foreseen that number might be sufficient, but only
just sufficient, in 1941, making allowance for officers
on leave, but not for losses through transfer, sickness,
death, or retirement before reaching the age of 55.

During the past ten years this relatively small
service has lost eleven administrative officers through
causes other than retirement on reaching the statutory age
limit, and I feel that it will be unsafe to assume that
such an average rate of decrease will not be maintained
during the next three or four years. I have, in fact,
already, in my despatch No. 402 of 10th June, 1937, requested
your approval of the retirement of Mr. W. Schofield on
reaching the age of 50.

I trust therefore that if it is not too late
steps may be taken for the selection in 1937 of two
additional Cadet Officers. Appointments, if made, should
be on the conditions, and salary scale, set out in Sir
25372337 Andrew Caldecott's despatch No. 138 of 9th February, 1937.
7. As explained above, no provision has been made
in the current year's Estimates, but the Finance Committee
has been consulted and its members have agreed unanimously
to recruitment in 1937 and to a supplementary vote being
taken if necessary.
