It has been decided that in future all
reports of Colonial Prisons Departments received
in the Colonial Office should be referred to the
Penal Administration Committee for consideration.
It is not proposed that the Committee should be
asked, as a rule, to consider any specific points
in these reports but the members will certainly
ask for discussion of any matters that interest
them. Such recommendations as they may make will
not, of course, be binding on the Secretary of
State.
A meeting of the Committee is to be held
on the 21st December at 4.15 p.m. and copies are
being circulated to the Committee of the Prisons.

It would be desirable if you could for a representative of the Easlim Jift haltend arrange to be ready to appear before the Committee

hassist in the discussion on Should they wish to discuss any matter arising
from these reports. You may also wish to consider
whether there is any point on which you would like
to have the Committee's advice.
As all the spare copies of the report
have been sent to the unofficial members the file
copy attached is the only one available for
consideration by the Chairman and Sir G. Bushe.
I should be glad, therefore, if you could let me
have it as soon as possible with any comments you
may have.
