You are to establish a small office in Hongkong.
This office must be run as economicallypas possible. The Air
Commission is doing its utmost to cpncerve its resources so
that money will be available for fighting equipment.
Colonel Yen Shu-kung and party have been sent down to assist you
and will take their orders from you.
4. Messrs. Jardine Matheson & Company, Ltd. have been appointed
mdirect Hongkong receiving and distributing agents for the Commission
on Aeronautical affairs, and will take delivery f all goods destined
for the Chinese Air Force other than those for which there are

agents or representatives with offices in Hongkong or Canton.
Your duties are as follows, viz; -

To keep in constant communica tion with the Air Officials
at the Canton Air Port by whatever means possible.
To find out and arrange the distribution of all goods for
the Air Force landing in Hongkong and Canton.
To procure Huchaos for the entry of such goods into
Chinese territory and negotiate with Customs officials, explosives departments, shippingoffices, etc., and all
people through whose hands such goods are likely to pass
during transit into said Chinese territory.
(d) To arrange, if necessary, the erection of any aircraft
landing in Hongkong from ships, etc., with the officials
at Kaitak so that machines can be flown into China.
(e) To arrange, if and when possible, Huchaos for machines
being flown into China from French Indo-China with the
French officials concerned.

To notify the Commission immediately when goods are
sited, also delays, hold-ups, non-delivery, accidents, etc.
(g) If, and when necessary, meet any Overseas personnel for
the Air Forŝe who may be arriving in Hongkong, and arrange
for their transport to the Commission.
