Sir,

I am directed by the Secretary of State to enclose herewith

a copy of a letter and enclosure, which has been addressed to the

Under Secretary of State regarding the desire of a Chinese named

Ahlow Lowing to apply for a certificate of naturalization.

It will be seen that Lowing claims to have been born in

Kowloon Tong Village, in the year 1885. The Secretary of State

understands that a portion of the Kowloon peninsula was ceded to

Britain in 1860, and it seems possible, therefore, that the man

may be a natural-born British subject. Provided ir. Secretary

MacDonald sees no objection, he would be glad if enquiry could be

made with a view to ascertaining the exact location of Kowloon

Tong Village, in order that the question of Lowing's national

status may be further considered.
