difficulty to explain to that Government in a convincing
manner the reasons which prevent the Governor from acceding
to a demand made by them in the interests of justice, and
I am to enquire whether Mr. Thomas can suggest any means of
overcoming the technical obstacles which stand in the way
of permitting the Governor to adopt the course he proposes.
