Dear Charlton,
I have this morning received from the
Home Office the reply to my request to them for
information about the proposed amendment to the
Factories Act in this country. You will see from
their letter, of which I enclose a copy for your
confidential information, how far they are at present
able to help us in the sense which you desired.
hope that this will go some way, at any rate, to
meeting your needs. We have not sent a copy to the
Government of Hong Kong in view of the Home Office
warning as to the very provisional character of the
proposals now communicated to me.
