To ensure that no legitimate complaints occur in future,
some alterations should be made. On the Hong Kong side the Laboratory
should sample and assay lots of a maximum of 25 tons and each lot
assayed should go to one port to ensure that the certificate covers
the parcel which arrives there. On the London side the sampling should
be properly supervised as it is in Hong Kong and 10% sampling insisted
upon. I understand from Mr. Lambert that the London Metal Exchange
are amending their contract form to ensure this 10% sampling.
