Following received from Hongkong:

Addressed to Peking No.8 of February 16th, repeated to Mission and Canton by safe opportunity.

Jardine Matheson and Company as agents for Nobel's Glasgow have booked considerable orders for dynamite, gelignite and detonators for use (1) by firm of building contractors in Canton. (2) By Hop Shan Coal Mining Company of Kuangsi. It is believed that genuine commercial use is intended but goods will be supplied from Hongkong and can obviously be used for military purposes. Moreover Huchaos issued by South West political council describe consignment as ordered by (1) first group army corps to be used for building purposes (2) fourth group army corps for military use though reason for this is almost certain to secure exemption from customs duties. Do you see any objection to allowing goods to go forward from Hongkong without authorisation from Central government.

If permission is refused similar goods can be obtained from Germany as through shipments.
