the French or to the United States Governmente, unless they raise the question. He concurs in the suggestion in paragraph 3 of the Board's letter No.CRT.1577/34 of the 4th January, that this matter should in the first instance be taken up with the Chinese Government. Having regard to the

delicate nature of the representations, which the Chinese

might regard as interference with their domestic concerns or as implying an accusation of connivance at a breach of the Treaty of Versailles, it would seem advisable that the question should be approached with caution and on an informal basie.

A draft telegram to His Majesty's Minister in China is accordingly enclosed, and I am to enquire whether the Board concur in the terms of this telegram and of the note and the despatch which it is proposed to address to M. Corbin and to His Majesty's Ambassador in Washington respectively.
