I have the honour to transmit to Your Excellency

herewith a translation of a memorandum from the wai Chiao

Pu enquiring whether they may be furnished with certain

details in connection with the re-exportation of munitions

of war from Hong Kong.

I presume that Your Excellency would desire me

to reply to the Vai Chiao iu communication in the sense

of paragraphs 1 and 3 of your despatch No. 17 of lay lat

last, omitting any reference to Canton and the South feat

Provinces. Before doing so, however, I shall be grateful

for your observations. I should also be glad to learn

whether the huchaos mentioned in the first paragraph of

Your Excellency's despatch above referred to are required

to be counteraigned by the Chinese Legation in the country

of origin of the goods.
