Counsellor of French Legation (Minister is away)

informs me that French Legation never approach the

Waichiaopu unless they know for a fact that provincial authorities themselves have already applied to Central

Government for a huchaos.

In that case the most they

would be prepared to do would be to make some form of verbal

representations to Vice Minister for Foreign Affairs

expressing the hope that there might be no difficulty about

grant of the huchaos.

2. French attitude would appear a reasonable one and from

a local point of view I recommend that I be authorised in

principle to adopt similar policy.

Addressed to the Foreign Office No.237, repeated to

Commercial Counsellor, Mission, Canton, Hongkong and Trade

Commissioner.
