The Ministry of Foreign Affairs present their compli- ments to His Majesty's Legation and have the honour to acknowledge receipt of a memorandum dated the £2nd February regarding the Wai Chiao Pu's enquiry regarding the re-export from Hongkong of munitions of war unloaded or transhipped at Hongkong, as to whe-

ther any cases of smuggling that might occur in this connexion would be dealt with by the Hongkong Government.

The Kinistry of Foreign Affairs have the honour to

state in reply that the Chinese Government is extremely grateful for the statement contained in the llongkong Government's reply to

the effect that as regards munitions imported into Hongkong on

consignment, no re-exports are allowed to China without the pro-

duction of a huchao from the Ministry of ar at Nanking and this

rule is applied to all munitions, whatever the country of export,

in that it demonstrates the regard which the Hongkong Government

pays to the laws and orders of China. The Ministry of Foreign

Affairs would observe, however, that the quantity of munitions recently imported into Hongkong on consignment and re-transported

to China is by no means inconsiderable. of such consignments the Ministry of Foreign Affairs has several cases on recorë, as for

example explosives and fuses etc. purchased by the iu No Kou

Mining Company and the Liu Chang Coal Mining (and Railroad) Company:
