Dear Costar,

The Foreign Office have been requested to give

evidence before the Royal Commission of Enquiry into

Private Manufacture of and Trading in Arms.

The enclosed Memorandum with confidential annexe

has been prepared in connexion with Item 3 of the

Royal Commission's Terms of Reference. We would be

glad if you would let us have your views on paragraph

8 of the confidential annexe. It seems to us that

though the passage is textually correct it may make a

misleading impression on the Royal Commission.

I should add that the Annexe will not be published

with the remainder of the evidence.
