The Hong Kong Government, like His Majesty's
Government in the United Kingdom, require the production
of a Chinese Government "huchao" before issuing a
licence for the export of arms into China.
The case of arms, as of other goods, consigned
via Hong Kong from other countries, is regulated by
the provisions of the Barcelona Convention and Statute
on the Freedom of Transit, according to which free
passage is accorded to goods entitled to "in transit"
status.
The Hong Kong Government has laid down special
requirements for the proof of the "in transit" status of
consignments of arms:
(a) In the case of consignments from countries
whence arms may be exported only under Government licence,
a copy of such a licence, indicating that the destination
of the arms in question is China, is required as proof
