visit Hong Kong and to make a report on the whole question.
I have in mind such a person as Mr. F.0. Mann, one of
His Majesty's Inspectors of Schools, a member of my
Advisory Committee on Education in the Colonies, who has
had experience in Egypt and as a member of the Inspection
Committee of Gordon College, Khartoum. I should
particularly desire that, if you agree to a visit of this
nature, it should be carried out during the coming winter
so that the visiting officer, while he is forming his
conclusions on the spot, may enjoy the benefit of your own
experienced views on all the questions involved.

I request that you will be so good as to take
this proposal into consideration, and let me know as soon
as possible whether you are prepared to welcome it, and
whether you have any particular views that you would wish
to submit for my consideration as to the scope or procedure
of the proposed enquiry.
I have, &c.,
(Signed) P. Cunliffe-Lister.
