Please see 4. with reference to our phone
conversation this morning. Mr. Savage, Chief
Inspector, Board of Education, authorised a
letter on these lines. He tells me that Mr.
Burney, who is about 40 years old, is exceedingly
well thought of, has the necessary social ex-
perience and qualities for dealing with Hong
Kong officials and is likely, in his opinion,
to make a good job of it. His experience
under the Board has apparently been more or
less confined to elementary schools.
