(b) As regards precedents; there are of
course numerous precedents for giving Heads of
Departments power to inflict fines on subordinate
officers, and, in the case of Kenya, the salary
limit is £500 (Ordinance 35 of 1928). In Tanganyika
it appears from paragraph 9 of the print defining
his
the powers that the General Manager there can
dismiss any officer serving otherwise than on the
permanent staff or on agreement, whatever his rate
of salary; and from the corresponding print in
the Gold Coast (paragraph 3) that the General Manager
there has at least equal if not wider powers.
In these circumstances I think we can
proceed as proposed by Mr. Bader.
