DEATH GRATU IT IES
The existing laws in the East African
Dependencies provide that gratuities on death should
not be payable unless an officer has completed at least
five years' service. The five year qualifying period was doubtless introduced in conformity with the practice
in this country. But in most Colonial Dependencies
the qualification adopted is that the officer must have
boer confirmed in his appointment, and this is the
practice which the Colonial Adainistrative Service
Unification Scheme recommends for universal adoption
It is accordingly proposed to apply it
