itself as satisfied that the above action, combined with

the vigilance of the Malayan police, has resultedin a
marked diminution in the traffic. The present
position as regards the law on the subject of
prostitution, etc. appears to remain as indicated in
the Report. A report on the first year's working of
the Federated Malay States Ordinance No. 1 of 1930 was
sent to you in Clauson's letter, 82302/20/31, of the
26th March, 1932.
Since the Commission's tour the Straits
Government has passed Ordinance No. 5 of 1932 of which
a copy is enclosed. The intentions of this Ordinance
are set out in the enclosed copy of a report by the
Acting Attorney General. You may also like to have
the enclosed copies of the Straits Settlements Mui Tsai
reports for 1931 and 1932.
Ceylon. As regards Ceylon, we have no

8. Palestine. We have no comments to offer
except to draw your attention to the first sentence of
page 459 in regard to methods used to evade control of
immigration. This passage presumably refers to
correspondence between the High Commissioner and the
Secretary of State, but there was no reference to the
Law Officers of the Crown. We consulted the Foreign
Office and as a result the High Commissioner is being
asked to consider the possibility of making regulations
similar
