on the Harbour Department (on page 10 of copy

herewith) and the Governor's commentary thereon

(on pages 38 and 39). New considerations have,

however, now arisen and an increase instead of

a reduction in the staff of the Marine Surveyors

Department appears to be inevitable, at any

rate for the time being.

Though the Governor states, in paragraph 4 of the despatch,only that he considers it probable that an increase in the establishment

by one Ship Surveyor and one Engineer Surveyor

will be necessary, he makes in the same para-

graph a definite request for the selection of two

candidates to fill these respective posts. He

wants however, to be appointed on three year

agreements without any definite prospect being

held out of re-engagement. I think we can

approve this (deferring final instructions to

the Crown Agents however, until we know the

outcome of Commander Hole's discussion at the

Board of Trade)

Mr. R.K. Collings (see 38144.7.R.) may be

just the man for the Ship Surveyor vacancy, in which

connection see my minute of 14.7.32 on 92672/32.
