Status of Anglo-Chinese in China

The history of the question of the protection
of Anglo-Chinese in China and of the question of
dual nationality of British subjects of Chinese
race, over a period of between 60 and 70 years,
is recounted in Sir J.I.Pratt's memorandum
(F.560/112/10 of 4.2.28 ) a copy of which was
placed on 82791/31 (12.) on that file) on 12.11.31,
We had previously had copies of the memorandum
from the Foreign Office in (9) on 52710/28 and
copies went to the S.3. and Hong Kong in (12)
and (13) on that file.
There is certainly a strong case for settling
matters on the lines proposed by Sir M.Lampson,
tacitly accepting the Chinese nationality law.
No other "settlement appears to be possible.
In the first place, however, we must, I think,
obtain the views of the Govrs of Hong Zong and
