limit the number of instructional
machines permitted to be in the
air at any one time and it is
suggested that such limitation
(the exact terms of which might, if
the Air Council see no objection, be
determined in agreement with the
Air Force authorities on the spot)
should be specified in the concession
and that the need, which the Air
Council appear to have felt, of
reserving a special right to review
the situation at some future date,
owing to their fear that instructional
flying might reach undue dimensions, would
w thus be obviated. It is hoped
that the Air Council will a gree
with this suggestion.
