a good deal of the smuggling that is taking place.

6. There is little doubt that Canton is

intensely suspicious of Nanking, and especially

of Chiang Kai Shek personally, and that, but for

the common ground to be maintained against Japan,

it is most probable that another split would take

place between Canton and Nanking. In these

circumstances I fear that there is little chance

of the Customs Agreement being signed in the near

future; but I will inform you at once if any

further developments take place.
