I transmit to you herewith a copy of a

despatch from the Foreign Office on the subject of

smuggling on board British ships entering Chinese

porta with special reference to the Chirene Juntome

Regulations issued in 1931. You will note that the

Seoratory of 3tate desires to be informed of the ex-

tent to which the grievances of the shipping comTM anies

have been aggravated during the past year or two, and

enquires whether T aonster that the administration

of the regulations is now sufficiently unreasonable

as to warrant a reversal of the malier of sequiescence

molicy

which we have hitherto adopted towards them.

resume that the compleints of the

Shipping Company age inst these Chinese regulations are

in the main confined to the question of penalting

for amuggling and more particularly to the infliction

of fines on British ships by the Customs without re-

ference to the British authorities; and that con-

sequently any reversal of our policy of sequiescence

would mean contesting this practice which has been in

operation for many years but which has now been forced

into the foreground by the increase of smuggling
