Sir,

I have the honour to transmit herewith translation of a

Memorandum from the Wai Chiao Pu drawing attention to cases

which are alleged to have occurred in which foreign merchants

have shipped consignments of military equipment destined for

China from the country of export to Dependencies thereof, such

consignments being subsequently transported to China without

the necessary endorsement of the Chinese Government Huchao by

a Chinese Legation.

2. I am not fully informed as to the Regulations in force in

all his Majesty's Dominions and Colonies as regards the

procedure adopted in obtaining endorsements of Chinese Governmen

Huchaos in respect of consignments of arms, and I shall be

grateful, therefore, if I may receive your instructions as to

what reply, if any, I should make to the Chinese Government.

In the meantime I am merely informing the Wai Chiao Pụ that a

copy of their Memorandum has in accordance with their request

been communicated to you. It may be that the Chinese Governmen

have reason to suspect irregularities in connection with the tra

of other foreign countries in military supplies, and, in the

absence of any reference to specific cases I am not inclined to

take their communication very seriously.
