With regard to the housing allowance, it is
proposed to erect quarters on the site, and for such officers as
are so accomodated this allowance will not be payable.
Our views with regard to the appointment
of seconded P.W.D. (Hong Kong) officers are that the work upon
which the selected officer would be engaged would be more arduous
and call for, at times of urgency, much longer hours than obtain
in P.W.D., and the nature of the duties warrants tangible
recognition in the form of duty pay.
So far as Government is
concerned there is clearly economy in that the appointment of
such an officer saves cost of taking a man from England and
paying him a rather higher salary during a period of about four
years.
In our letter of the 9th September, we agreed
that the appointments should be for five years or less, subject
to due notice, as we may consider necessary.
