Gentlemen,
In further reply to your letter, M/S.A. 809, we
enclose a copy of the Schedule which was prepared by
Mr. Gourley in Hong Kong in January 1931.
Subsequently Government wished to determine the
total probable expenditure including fees, salaries and
construction cost, and this Schedule was used by Mr. Binnie
in this connection.
It will be noted that the Schedule assumed in its
details that the work would be carried out by major contract:
as it has been decided that direct administration should be
adopted, the Schedule calls for revision and we give below a
list of the European Staff with salaries and allowances and
remarks.
