With reference to our letter of the
4th October, on the subject of the staff required for
the Shing Mun Valley Waterworks Scheme, Hong Kong, I
have the honour to transmit a copy of a letter received
from Messrs. Sir Alexander Binnie, Son and Deacon
recommending that Mr. J. G. Campbell (to whom reference
is made in His Excellency the Governor's confiuential
despatch of 5th May, 1932) should be seconded from the
Public Works Department, Hong Kong, for service as
Junior Assistant Resident Engineer on the Works upon the
terms detailed therein, and to ask that, if the Secretary
of state concurs, arrangements may be made by your
Department for Mr. Campbell's secondment and for a telegram
to be despatched to the Government of Hong Kong as desired
by the Consulting Engineers.
