With reference to our letter of the 4th October
letter of
23 and your reply, No.92653/32 of the 8th October, on the subject
of the engagement of staff for the Shing Mun Valley Waterworks,
Hong Kong, I have the honour to state that the Consulting
Engineers, Messrs. Sir Alex. Binnie Son & Deacon, inform us
that they have received a cable from Mr. G.B.G. Hull, the
Resident Engineer, to the effect that he does not wish to have
any more Foremen engaged in England, as suitable men are
available locally.

With the exception of Messrs. A.L. Lea and
R.E. Hills, whose engagements as Excavation Foreman and Quarry Foreman were reported to you in our letters of the
3rd and 10th November respectively, no steps will be taken
to fill the vacancies of this nature detailed in the Consulting
Engineers' letter of the 16th September, a copy of which
accompanied our letter under reference.
