propose to stipulate that his activities will be purely

confined to consular invoice work, that his name shall

be approved by His Majesty's Government before

appointment, and that the Chinese Government shall agree

to withdraw him if at any time he should become

persona non grata to His Majesty's Government.

Mr. Tan stated that the Chinese Government were

anxious to receive a very early reply and I am accordingly

to suggest that the Governor of Hongkong may be consulted

urgently by telegraph.
