It is satisfactory that Mr. Ingram

supports the view that the appointment of a

Consul at Hong Kong is unnecessary in connection

with the introduction of the consular invoice

system, and that the Foreign Office concur in

this view, and will reply to any further

enquiries which may be made by the Chinese

Minister, that the existence of a Commissioner

of Customs at Hong Kong, who is eminently qualified

issuing

to undertake the task of woing these invoices

renders the appointment of a Consul for that

purpose, unnecessary.

necessary duties in connection with consular

invoices, is being made to Waichiaopu by Mr.
