Principal agreement commits company to construction

of high-power station, see Article ?. Pending settlement of

question of claim by company for subsidy from Empire Govern-

ments in respect of strategic cables this project is

inevitably postponed and that liability must be deleted.

Meanwhile Company offers take over existing Hong Kong wireless services and provide additions proposed in my telegram No. 138, and suggests that agreement should be

signed providing for this at once. Agreement would be

self-contained, and would embody all provisions already agreed principal and supplementary agreements other than obligation

for high-power station. If you agree, agreement will be

drafted here by Company, and submitted for your approval.
