These are now
I drafted a telegram to Hong Kong about
this before Christmas, but in view of the fact
that it takes a line different from that which
the Secretary of State expressed a wish for
when he spoke to me, I felt it necessary to
hold it up until the minutes of the meeting of
the I.C.C. were available.
here (No. 61), and as the Secretary of State
is going to be here tomorrow, I think that he
ought to see the minutes and my draft at once.
I think the minutes will show that I did
what I could to persuade the Committee to accept
the view that negotiations with the Company should
be broken off and Hong Kong allowed a free hand
on the clear understanding that at a later date the
whole Hong Kong service, including any additions
which they might make to it, would be handed over
to the Company at a valuation.
The Service Members and the Post Office
representative were, however, very strong in taking
the view that the grievances of the Hong Kong
Government appeared to be the failure to promise
a high-power station which was really not now in
the Company's power; that the Company expressed
themselves ready to carry out any improvements which
the Hong Kong Govt. regarded as necessary, and
that to allow Hong Kong to operate and extend its
wireless system at the expense of the Company's
cables would be a contradiction of the whole policy
