Authority to proceed with negotiations

Approval is sought to proceed with negotiations
for the inception of the first part of a large
scheme of redevelopment in Hong Kong.
2. The intention is to spread the whole scheme
over seven years (1932-38) though this period may
have to be considerably extended. It involves the
resumption by Government of certain Inland Lots
(564 and 580) required to round off the area for
redevelopment and it includes the removal of Govern-
ment House, all Government Offices within the area
(i.e. the Secretariat and the Public Works Department)
the Volunteer Headquarters and Beaconsfield Arcade.
The sale of the old City Hall site is also included.

possibly on the site of the former
Military Sanatorium near Magazine Gap and this may
make possible the relinquishment of the Governor's
summer residence. New Volunteer Headquarters and
New Government Offices (which it is hoped will be
large enough to house an additional Government
department, as well as the Secretariat and Public
Works Department) are to be built on a part of the
site to be settled later in accordance with the new
lay out and the new Government Office building will
also provide such accommodation as is necessary
to replace the existing City Hall.
4. The scheme is calculated to finance itself
by land sales year by year and finally to leave
a balance of $7,538,930 in the hands of Government

after all expenses have been met. Over seventeen
million dollars for land purchase and an even larger
