I do not think we need go into the
question whether the Government could legally have
re-entered under the terms of the lease. There

is no doubt of their legal right to proceed by
Ordinance as they have done. As to the moral justification of the various is in the
Ordinance, the Government have given an explanation
which is convincing on the face of it, and no com-
plaints have been received from other parties con-
cerned. If the City Hall Committee were not satis-
fied, it was open to them to make representations
either to the Governor or to the Secretary of State.
