My Lord,
I have the honour to invite Your Lordship's
attention to the question of the payment of pensions to
Hong Kong pensioners living in Australia, and of the payment
of salary to officers of the Hong Kong Government whilst on
leave in Australia.

There are at present four pensioners of the
Hong Kong Government drawing pensions in Australia. Their
pen sions are paid by the Australian Government, and the
amounts paid are debited to the Hong Kong Government's
account with the Crown Agents for the Colonies.
arrangements are sometimes made when an officer of the
Hong Kong Government spends his leave, or a portion of it,
in Australia. Payments in such cases have been made in
Australian currency, which has been assumed for these
purposes to be identical in value with sterling and no
provision has been made for such contingencies as fluctuations
in the value of Australian currency in relation to sterling.
3. As Your Lordship is doubtless aware there has
been a considerable depreciation in Australian currency
during the last few months, until, at the present date, it is
at a discount of approximately 30% in relation to sterling.
