The Estimates are a great improvement
on previous years. The Treasurer's memorandum
(enclosure 5 to No. 5) is particularly helpful,
and I agree that in our reply we should express our appreciation of that memorandum and of the general improvement in the form of the Estimates.
The financial position is at present
satisfactory. The expenditure looks large
but the Estimates are based on $1 = 1/-. If
the dollar averages 1/3 or 1/6 throughout the year, there will be large reductions in expenditure owing to savings on their sterling
commitments. The main criticism from the
unofficial members was on the sterling salaries
point. I think they have some justification
