the Executive Council I must be held to have
acted in conformity with and not in opposition
to the advice given by the Council as a whole
and that no necessity therefore arises under
Clause XII of the Royal Instructions dated
14th of February, 1917, for the submission of
this report: but as it seems possible that this matter will be forced upon Your Lordship's attention from other quarters, I have thought it advisable to place you forthwith in
possession of its full history.
