In view of the financial stringency calling for drastic

reductions Government should also explore the possibility of

permitting officers of twenty or more years of service to

retire even though they have not yet attained the age of 50

years.

The Commissioners would point out that reduction of a

permanent staff is only possible by retirement at one and of

the scale, and the cessation of recruitment at the other end.

There is a dire necessity for the immediate adoption of both

these courses; in a few years the cumulative effect would be

very noticeable. There should be no filling of vacant posts,

except in cases of absolute necessity.

As they deem the matter of great importance the

Commissioners would reiterate what they have stated in the

Report of the Public Works Department regarding the necessity

for major extra-ordinary works being undertaken by a temporary

staff.

ALLOWANCES. The allowances with which the Commissioners

are here concerned are house allowances and motor car allowances,

The Commissioners are glad to note that greater scrutiny is

being exercised in the grant of the latter. They would however

recommend that no motor car allowances be given unless an

officer's duty requires him to travel frequently outside the

city boundaries. Within these limits transport by bus and

tram is available, and should be utilized.

Regarding house allowances the Commissioners do not

consider the present method on which officers are charged for

the occupancy of Government quarters to be equitable. To

quote an instance, one officer occupying a two roomed flat in

an out of date building with no modern sanitation has to pay
