under tho Post Master Goncral, though directly alminis torol
by the Electrical Enginoor, who thus oes a double allogianco
to the Director of Public Works and the Post Mastor Goncral.
This dual control of ono sub department is not logical ani
is bound to bo dotrino ntal to officioncy. It is thoroforo
rocommoniod that tho whole of tho Eloctrical Offico shoul
be taken out of tho Public Works Department and placed unlor
the Post Office, of which it would form a sub departmont.
