that, either in cooperation with friends or by himself alone,
he should found this Department.
Church suggests to me that Waley Cohen (who is SHELL)
might be willing to help in this matter. But, if you agree,
I think it would be better for me not to speak to Cohen
until we have heard from Sir Robert Ho Tung. I know Wa ley
Cohen well enough to write to him if necessary,
or could ask
to see him. But I think it would be better to wait.
