i have the honour to acknowledge the receipt
of your secret despatch of the and of October last on
the subject of the proposed Customs Agreement with China
2. I concur in the proposed amendments to
Article XVI (o) and (d) me specified in the second
paragraph of the despatch.
3. It appears desirable that a similar amendment
should be made to Article XVI (e), and I should be glad
if you would inform me in due course whether you concur
in this view,
