MOTION BY CHAIRMAN CH'EN THAT THE CONSTRUCTION
OF A CUSTOMS STATION AT KOWLOON FOR THE COLLECTION
OF DUTY BE STOPPED.
Resolved by the Fourth Plenary Session to order
its abandonment.
Since the National Government proclaimed Chungɛhan to
be a free port, concrete schemes of construction have been
evolved. The Hongkong Government fear that when Chungshan
port is completed, it will have a serious effect on
Hongkong's trade, and so they have granted permission to the
National Government without conditions to construct a
Customs station at Kowloon and collect duties. By means of
this they hope to rescue Hongkong's decaying trade.
this affects the economic development of South China
directly and is a barrier to the progress of Chungshan port
indirectly. Chairman Ch'en comprehends the disadvantages
entailed and on this occasion of the Fourth Plenary
Now
Session has specially raised the motion that the construction
of a Customs station at Kowloon and the collection of duty
be stopped. In addition he produced a plan for the more
effective prevention of smuggling; and definite schemes for
the construction of Chungshan free port which should make
the trade of South China flourish. The vote on this has
been taken and the motion passed. The allocation of
$120,000 by the National Government to cover expenses of
surveying Chungshan port etc., has all been alluded to in
previous issues of this paper. We have now obtained a
statement of the original motion by Chairman Ch'en, and we
