Progress has been made with 9 draft bills necessary to

give effeat to Wellington s proposal but drafting 19 zot

yet complete. Wellington s recommendation and some of

newly drafted bille bare een sent to Canitary Board for

its consideration. Cons derable opposition has been

that

evinged on the Bow rounds effect of proposal

will be to reduce status nd influence of Board which le

jeasously regarded locall' as one alemant of sel?

Government allowed in Hon; Kong.

My present view s that best method of dealing

with this question will b to appoint a gommission,

as soon as all draft lega isation required by

Wellington's proposal is 'eady, to consider whole

subject and to recommend. o Government such changes

as appear to be desirable and feasible. In this way

I think moh unreasonable opposition could be allayed

any objectionable or impr oticable features in

proposal could be detecte and eliminated and a

workable schema evolved.

The matter was a soussed in Executive

Council on 18th August an Executive Council was in

farour of appointing comm.ssion on the lines

indicated above.
